David S. Gaines Jr.
David S. Gaines, Jr. focuses his practice on civil litigation, particularly complex civil litigation matters involving corporate and municipal liability. As counsel for businesses and municipal entities across Central Pennsylvania, David has extensive trial experience on issues ranging from class and collective actions on labor and employment law matters, to construction contract disputes, to tort and personal injury defense. David is an active member of the council of the municipal law section of the Pennsylvania Bar Association, for which he participates in efforts aimed at educating and training municipal solicitors across Pennsylvania. David has been recognized as a “Forty Under Forty” young professional by Central Penn Business Journal and a Pennsylvania “Super Lawyers” rising star for four years in a row, and he is a multi-year member of the board of governors of the Centre County Bar Association.
David arrived at Miller, Kistler & Campbell after completing positions with the U.S. Department of Justice, Civil Rights Division, and the Honorable Reggie B. Walton of the U.S. District Court for the District of Columbia. For the Department of Justice, David concentrated on federal civil rights litigation, primarily discrimination matters between the United States government and state and local entities. For Judge Walton, David focused on federal litigation matters in the U.S. District Court for the District of Columbia, especially those pertaining to governmental and constitutional claims.
David received multiple awards while studying at the American University, Washington College of Law. In particular, David received book awards, which denote the student with the highest grade, in four separate classes, including constitutional law and his third-year legal clinic, for which David successfully represented individuals in civil rights matters before the Superior Court of the District of Columbia and the U.S. District Court for the District of Maryland. David also served as note and comment editor for the Administrative Law Review, the American Bar Association’s legal journal for administrative law topics, and received the Outstanding Executive Board Member award for his participation in his school’s moot court activities.
Prior to attending law school, David obtained a master’s degree in Geography, which focused on urban planning topics. David previously received a bachelor’s degree in the same field.
David is an active member of the State College community. Among other activities, he is a board member of Discovery Space of Central Pennsylvania, a children’s science museum, and the Centre County United Way. In his spare time, David enjoys spending time with his family and spending time outdoors.
